| History of Northeast Iowa Community Action
The "Northeast Iowa Community Action Corporation of Allamakee, Howard and Winneshiek
Counties" was incorporated on July 13, 1965.
In April of 1966 the Corporation was approved for funding by the Economic Opportunity Office.
(Later funding from the successor Community Services Act of 1974 continued Northeast Iowa Community Action Corporation
under the Community Services Administration).
On May 15, 1967 the Corporation merged with the "Chickasaw, Bremer, Fayette Economic Opportunity Program Incorporated"
and the name of the Corporation was changed to "Northeast Iowa Community Action Corporation" (NEICAC).
Clayton County joined NEICAC in January 1968 by petition of the Clayton County Board of Supervisors.
The first Executive Director of NEICAC was Neal Wiedenmann, followed by Richard E. Wagoner in August 1974. Richard
Wagoner was followed by Mary Ann Humpal in June of 1989.
