What is NEICAC? A private non-profit "Community Action Agency" that serves low-income individuals and families in the counties of: Allamakee, Bremer, Chickasaw, Clayton, Fayette, Howard and Winneshiek in northeast Iowa. What services/programs does NEICAC operate? NEICAC operates a large variety of programs through its seven county service area. Some, but not all, of these programs are: Early Childhood Education (Head Start & Early Head Start), Housing, Family Services, Regional Transit, Family Planning, and Energy Assistance. How do I know if I qualify for any of NEICAC's programs? Each program has it's own eligibility requirements. The majority of the programs base eligibility on income.
