Northeast Iowa Community Action Corporation (NEICAC) is a private non-profit corporation serving the seven northeastern Iowa counties of Allamakee, Bremer, Chickasaw, Clayton, Fayette, Howard and Winneshiek. The principal offices of the Corporation are located in the Smith Office Building in Decorah, Iowa. The mailing address is 305 Montgomery - PO Box 487, Decorah, IA 52101.

The NEICAC Vision Statement, established in March of 1999, sets forth the six major areas of focus for the corporation's efforts:

  1. Meet the basic needs of families.

  2. Enhance the quality of life for families and communities.

  3. Become advocates for families.

  4. Provide opportunities for education and employment for families, clients, and staff.

  5. Develop community partnerships.

  6. Develop effective programs.
The Northeast Iowa Community Action Corporation's Goals, from Articles of Incorporation July 12, 1965, are:
  1. To provide the means for obtaining benefits available under the Economic Opportunity Act of 1964 for citizens residing in Allamakee, Howard and Winneshiek Counties (later adding Chickasaw, Bremer, Fayette and Clayton counties).

  2. To do any and all things necessary to accomplish the purposes for which said act was passed by the Congress of the United States.

  3. To undertake any other programs and activities which would improve economic and social conditions and educational opportunities for citizens residing in said area.

The "Northeast Iowa Community Action Corporation of Allamakee, Howard and Winneshiek Counties" was incorporated on July 13, 1965. In April of 1966 the Corporation was approved for funding by the Economic Opportunity Office (later funding from the successor Community Services Act of 1974 continued NEICAC under the Community Services Administration). On May 15, 1967 the Corporation merged with the "Chickasaw, Bremer, Fayette Economic Opportunity Program Incorporated" and the name of the Corporation was changed to "Northeast Iowa Community Action Corporation". Clayton County joined NEICAC in January 1968 by petition of the Clayton County Board of Supervisors.

The first Executive Director of NEICAC was Mr. Neal Wiedenmann, followed by Mr. Richard E. Wagoner in August 1974. Ms. Mary Ann Humpal assumed the duties of Executive Director in June of 1989. NEICAC has operated a myriad of programs over the last 35 years and assisted literally thousands of individuals and families in need.
