Housing

NEICAC operates three Affordable Housing complexes. The NEICAC Calmar Apartments are a 12-unit multi-family complex. In Decorah we have a 16-unit senior apartment complex, named Washington Court. And the newest addition to our housing portfolio is Woolen Mill Apartments. It is a 15 unit, multi-family project that is a renovated historical building in downtown Decorah. All the projects were completed with a collaboration of partners varying from Northeast Iowa Community College (NICC) to the Winneshiek County Board of Supervisors to the City of Decorah to Community First Bank. Each property maintains full occupancy with waiting lists.

Homeless Assistance is provided through the Emergency Shelter Operating Grant and the Community Services Block Grant. Last year we provided assistance to 117 individuals that were homeless or on the brink of becoming homeless. This program provides cash assistance for rent, deposits and utilities. Contact your local NEICAC Family Service office to apply for these funds.

Housing Preservation Program
NEICAC will be applying for the Housing Preservation Grant provided through the USDA Rural Development Department. These funds are to be used exclusively for repair and rehabilitation activities of houses that contribute to the health, safety, and wellbeing of the low-income occupants. Work performed must contribute to the structural integrity or long-term preservation of the unit. The geographic areas to be served are the counties of: Allamakee, Bremer, Chickasaw, Clayton, Fayette, Howard, and Winneshiek. Information regarding this program will be available at our Family Service Offices in August 2003.

Future Development
NEICAC is currently developing housing resources in all seven counties we serve. Our newest endeavor involves acquiring 2 homes in each county, identifying families to be homebuyers that may have credit issues, providing homebuyers counseling, and assisting them in securing a home loan through a local bank.
