Housing

NEICAC owns and manages four Affordable Housing complexes.

The NEICAC Calmar Apartments complex has 12 townhouse style apartments in a family friendly location. It is close to schools, parks, athletic fields and downtown Calmar. Decorah is home to the other three apartment complexes. Washington Court is a 16 unit senior apartment complex well within reach of all amenities Decorah has to offer. The Woolen Mill Apartments, a 15 unit, multi-family project, renovated an historic building in downtown Decorah and has been full since it opened in 2001. In 2007 we partnered with Winneshiek County Habitat for Humanity by completing the Ridgewood Duplex. It is a four bedroom, duplex that is completely handicapped accessible, and has on-site support service 24 hours a day, 7 days a week. All the projects were completed with a collaboration of partners varying from the Iowa Department of Economic Development (IDED),

Housing
Iowa Finance Authority (IFA), Federal Home Loan Bank (FHLB), Hawkeye REC, Northeast Iowa Community College (NICC), Winneshiek County Board of Supervisors, City of Decorah, Decorah Bank and Trust, Bank of the West, and Habitat for Humanity. Each property maintains full occupancy with waiting lists.

NEICAC continues to build homes for our Lease Purchase Affordable Housing Program. The Lease Purchase Program originally intended to build two homes in each of the seven counties we serve. As of May 31, 2013 this goal was achieved with the completion of the homes in Waukon and Fredericksburg. Fourteen of the 18 Lease Purchase homes have been sold to Low Income Families and all of our Lease-Purchase homes are currently occupied. All of these homes have 3 bedrooms and are rented for 6 months-3 years by a homebuyer who meets the program’s income guidelines. Then after completing the required Homebuyer Education Classes, the family can purchase the home for about half the cost of construction. More opportunities are coming to a community near you.

Section 8 Rental Assistance is HUD's federally funded program to provide rental assistance to low-income families to secure decent, safe, sanitary, and affordable housing in a non-discriminatory manner from the private rental market. Click here for more information.

Homeless Assistance is provided through the Emergency Shelter Operating Grant and the Community Services Block Grant. This program provides cash assistance for rent, deposits and utilities. Contact your local Family Service Office for information and application.

Future Development
NEICAC Housing is currently developing housing resources in all seven counties we serve. Our newest endeavor involved creating housing advisory committees in each county. These committee findings will be used to determine what is missing as part of each county's affordable housing scenario. NEICAC's Board of Directors will then evaluate these findings to guide the Housing Program towards its next project. This will lead to more Lease Purchase homes being built with Federal, State, Local and In-House funding. We anticipate continuing the Lease Purchase Program and hope to add to the current stock of affordable apartments in Northeast Iowa.
