Housing NEICAC operates three Affordable Housing complexes. The NEICAC Calmar Apartments are a 12-unit multi-family complex. In Decorah we have a 16-unit senior apartment complex, named Washington Court. And the newest addition to our housing portfolio is Woolen Mill Apartments. It is a 15 unit, multi-family project that is a renovated historical building in downtown Decorah. All the projects were completed with a collaboration of partners varying from Northeast Iowa Community College (NICC) to the Winneshiek County Board of Supervisors to the City of Decorah to Community First Bank. Each property maintains full occupancy with waiting lists. Homeless Assistance is provided through the Emergency Shelter Operating Grant and the Community Services Block Grant. Last year we provided assistance to 117 individuals that were homeless or on the brink of becoming homeless. This program provides cash assistance for rent, deposits and utilities.
